Commander of the Most Distinguished Order of Saint Michael and Saint George, Governor and Commander-in- Chief of the Colony of Hong Kong and its Dependencies and Vice-Admiral of the same, do by these presents appoint you ANDREW LUSK SHIELDS, provisionally and subject to His Majesty's pleasure, to be temporarily an unofficial member of the Executive Council in the place of the Honourable Mr. Stanley Hudson Dodwell who is temporarily absent from the Colony.
